Project Overview

When the City of Lafayette launched its Lead Service Line Inspection Program, it needed a reliable partner to manage the entire process. Safe Site, in collaboration with our partner NG Companies, handled every phase of the project, from homeowner outreach to final restoration. As a result, the city received a complete, efficient, and community-focused solution. Throughout the project, our crews worked safely, stayed on schedule, and minimized disruption to residents.

Scope of Work

Homeowner Communication & Coordination

Before fieldwork began, Safe Site implemented a proactive homeowner communication plan. First, our team delivered door hangers that explained the project timeline and provided clear contact information. Next, we issued advance pre-notification notices to homes within the work zone. Additionally, we placed highly visible resident signage at each property.

Most importantly, every communication clearly explained the scope of work, expected duration, and safety measures. Because of this approach, residents knew what to expect and felt supported throughout the project. As a result, disruptions remained minimal.

Traffic Control & Safety

Traffic safety played a critical role in this project. To begin, our crews deployed a detailed traffic control plan for each work area. This plan included “no parking” signs, barricades, cones, and warning devices.

Meanwhile, field supervisors continuously monitored traffic flow and pedestrian access. This oversight allowed motorists and residents to move safely around active work zones. At the same time, crews could work efficiently without unnecessary risk. All traffic control measures complied with local requirements and preserved access for emergency vehicles.

Core Drilling, Vacuum & Hydro Excavation

The primary goal of the project focused on locating and inspecting lead service lines with minimal surface disturbance. To achieve this, our team used advanced core drilling equipment on paved surfaces. In total, crews completed 92 precision asphalt core drills. These clean access points reduced the need for larger excavations.

In areas with soft surfaces, crews completed 173 potholes using vacuum and hydro excavation. This non-destructive method combines high-pressure water with industrial vacuum systems. As a result, crews safely exposed underground utilities without damaging surrounding infrastructure.

Furthermore, this process protected landscaping, turf, and nearby services. Each excavation followed strict safety protocols. Crews documented and photographed utility locations to ensure accuracy and compliance.

Restoration & Backfill

After inspections were completed, Safe Site immediately restored all disturbed areas. First, crews backfilled soft surface excavations with engineered material. They then compacted the material in controlled lifts to prevent future settling.

For paved areas, crews performed permanent asphalt restoration. All work met the City of Lafayette’s specifications. Consequently, restored surfaces blended seamlessly with existing pavement and provided long-term durability.

Closeout & Quality Assurance

The project concluded with a detailed quality assurance and closeout process. At each location, crews completed a final checklist to verify the quality of work and ensure restoration standards were met. They also removed all equipment and debris.

Additionally, Safe Site compiled comprehensive project documentation. This included excavation logs, photographs, and homeowner communication records. The city received clear and organized documentation for final review and acceptance.
